Objects and Reasons,

The object of this Bill is

(i)

to prohibit members of the legal profession

from giving commission, either directly or indirectly, for legal business being brought

to them or to other legal practitioners and

from obtaining such business through persone proclaimed to be touts,

(ii) to endeavour to put an end to the employment

of touts which results in gratuities being paid to persons, not possessing legal qualifications, in respect of legal business

Clause 2 of the Bill effects a slight formal amendment suggested by the Secretary of State which is due to the fact that the Solicitors' Society formerly know as the Incorporated Law Society of England has now altered its name to the Law Society.
